Build People & Creatures

Character supports player characters and NPCs so both use the same identity, relationship, language, faith, location, and living-life principles. NPCs do not need every combat detail when they will never use it, but recurring or combat-capable people should have the mechanics play will rely on. Monster is for reusable creature stat blocks, species-scale threats, hazards with agency, and adversaries that do not need the full personal sheet.

Give important people a current location, independent life, schedule or routine, current intent, known facts, secrets, and future hooks. These are prompts for causal behavior, not a demand to simulate every minute. One next meaningful action is usually stronger than a queue of ten speculative actions.

New recurring NPCs should receive a Character record and a linked map token when their Location has a map. Their sheet is the authority for personal location; Scene State and the token mirror it.

Do not write player decisions, attraction, consent, private thoughts, or future compliance into an NPC plan. Write what the NPC wants, knows, fears, offers, and may do under current conditions.
