If a new file makes that harder, it does not belong.\n\n## Three rules that do not bend\n\nTiers, not power levels. Every threat is a Tier first. Attributes decorate the fight; they do not replace the gap. A Tier 6 with average scores is still a finale. A Tier 2 with a brilliant plan is still allowed to matter.\n\nTransformations are events. A new form needs a trigger, an activation cost, a sustain cost, and a strain that hurts. If it is cheaper than Super Saiyan and stronger than Ultra Instinct, rewrite it.\n\nThe sheet is the state. Wounds, Ki, and the active form live on the file. Prose that says someone is bleeding does not count until the boxes change.\n\n## What you are extending\n\n- Characters are player-facing fighters. Bonds, goals, trained skills, techniques, forms, gear.\n- NPCs are opposition and allies. Role, behavior, a shorter wound track, signature moves that should point at real techniques.\n- Locations nest. A house sits on Earth. Earth sits in Universe 7. If a place cannot be walked to from somewhere, say so in era notes.\n- Missions have objectives, a clock, and a failure state. A paragraph is not a job.\n- The World Clock is the live calendar. Game Starts flip the snapshot. Mid-campaign events rewrite Current.\n\n## Do not add\n\nHit points. Armor class. Spell slots. A second power-level track. A form with no strain. A wish with no cost. A God of Destruction as a random encounter.\n" }
