Builder's Manual · Chapter 8

Rules, Powers, Creatures, Gear, and Vehicles

LWE is genre-agnostic because mechanics are built from the world outward.

The engine should not decide that your setting needs classes, mana, hit points, spell slots, sanity, reputation ranks, or weapon durability. Those are world rules.

Start with the World Ruleset

The World Ruleset establishes the universal mechanical contract:

  • resolution style
  • dice or narrative policy
  • difficulty and degree-of-success logic
  • who rolls
  • what mechanics are visible
  • randomization permissions
  • world invariants
  • simulation limits
  • generation grammar
  • active Domain Modules

A setting can be Narrative, Dice, Hybrid, Comparative, or something built from those ideas.

The Ruleset should express what the world actually needs, not every option LWE supports.

Use Power Systems for laws, not move lists

A Power System explains the rules behind extraordinary or specialized capability.

A good Power System answers:

  • Where does the power come from?
  • Who can access it?
  • What does it cost?
  • What limits it?
  • What resists or counters it?
  • How does it grow?
  • What does the culture believe about it?
  • What happens when it fails or is abused?

Once that foundation exists, Abilities and Techniques stop drifting into arbitrary power creep.

Ability versus Technique

Use Ability for a capability someone possesses.

Examples:

  • telepathy
  • fire generation
  • divine healing
  • cybernetic targeting
  • perfect pitch
  • shapeshifting
  • supernatural perception

Use Technique for a learned method of applying training or capability.

Examples:

  • a sword form
  • a spellcasting method
  • a medical procedure
  • a hacking routine
  • a breathing technique
  • a tactical maneuver

The exact vocabulary can change through the Lexicon. A setting may call Abilities “Gifts,” Techniques “Forms,” and Mechanic Packages “Paths.” The underlying ownership stays clean.

Mechanic Packages keep character rules reusable

Use Mechanic Package when multiple Characters can share a coherent bundle of:

  • attributes
  • resources
  • abilities
  • techniques
  • conditions
  • progression
  • hooks
  • restrictions

A species, class, discipline, bloodline, career, magical path, cybernetic chassis, or school tradition may fit here if the setting actually treats it mechanically.

Character creation should only offer packages that really exist, are active, are compatible with the active Ruleset, and are meant for players.

If a player describes a valid concept that has no mechanic yet, preserve the concept rather than inventing a broken permanent rule.

Equipment should matter enough to remember

Create an Equipment record when an item needs identity, mechanics, history, ownership, condition, or repeatable reference.

Do not create a file for every spoon.

A legendary sword deserves a record.

A normal fork usually does not.

The same principle applies to Vehicles. Give them their own record when location, condition, capacity, ownership, upgrades, crew, cargo, or mechanics matter over time.

Creatures are not automatically Characters

Use Creature for a species, monster, wildlife type, construct, or repeatable non-person entity.

Promote a specific individual to Character when individuality, relationships, memory, agency, or unique continuity matters.

This lets a region contain rich ecology without creating three hundred Character sheets for wolves.

Resources connect mechanics to the world

A Resource can represent a strategic material, commodity, service flow, magical substance, fuel, food supply, medicine, currency-like stock, or other thing whose availability matters.

Resources can connect supply, demand, markets, routes, factions, and services.

Do not turn LWE into accounting software.

Track a Resource when scarcity, access, logistics, ownership, or disruption can create meaningful consequences.

Build the fiction and the mechanics together

A mechanic is strongest when it has cultural and material roots.

If resurrection exists, who can afford it? Who regulates it? How does religion react? What does death mean socially?

If teleportation exists, what happened to roads and borders?

If healing magic is common, what does a hospital look like?

If superpowers are public, what institutions grew around them?

LWE gives you enough systems to let mechanics answer back into the setting.

That is where genre mechanics stop feeling pasted on and start feeling like laws of the world.
