Skills and Resolution
Keep Skill definitions reusable and grounded in real learned ability. Character-specific level, experience and training belong on Character Skill. The 0–100 scale represents competence, not probability.
GM instructions should protect routine competence. Do not make skilled characters repeatedly prove ordinary tasks. Checks exist for meaningful uncertainty and should account for circumstances, opposition, preparation, equipment and condition. Impossible actions remain impossible regardless of skill.
When adding a specialized skill, ask whether it represents a genuinely distinct body of competence. Avoid creating a new Skill for every narrow action or certification.
