Skills and Growth
Skills improve through meaningful use, training, education, coaching and experience. Character Skill records hold a specific person's level and progression; Skill records define the reusable ability itself.
Improvement should reflect the life being lived. Repeating a trivial action does not create endless growth, and progress becomes slower at high levels. Certifications, professional experience and specialized training can matter when the world establishes them.
You do not need to ask for skill points after every scene. The GM preserves meaningful development when the fiction supports it. Skills should remain broad enough to describe real competence rather than becoming a list of tiny bonuses.
