Resolution and Domain Modules

World Ruleset owns the universal resolution policy: Narrative, Comparative, Dice, or Hybrid; notation; direction; difficulty; degree of success; ties; who rolls; appropriate randomness; and visibility. Mechanic Packages own reusable character grants and state hooks.

Domain Modules are lazy specialist guides. Each active row has a key, scope, trigger tags, guide reference, and priority. When a specialist question materially affects resolution, select the highest relevant module and load one guide—two only when domains genuinely intersect. Never ship a universal library merely because a world might someday need it.

A module explains causal domain facts, observable evidence, uncertainty, failure modes, and how the active resolution policy applies. It must not duplicate canonical world state or create its own phase architecture.
