Crew Progression

Do not add an XP layer unless you are replacing CUTWIRE's progression model. Reputation is standing, not currency. Growth appears as Assets, Contacts, finished Projects, Intel, and Access.

If a capability takes time to build, make it a Downtime Project. When it is finished, create or update the record that now provides that capability.
