CUTWIRE has no XP or level tree. Growth is visible in the fiction: Reputation, Assets, Contacts, finished Projects, useful Intel, and Access that still holds.

A safehouse is an Asset. A broker is a Contact. A cover identity under construction is a Project. When the crew grows, add or change the thing that now exists instead of adding a second advancement layer.
