Pin CUTWIRE Core. Keep the rest of the Rules searchable. During play, the GM should read the active Operation first, then the linked files needed for the current action. This keeps the working context small and makes faster GM models more reliable.

CUTWIRE ships triggers for Intel integrity, Exposure, Operation setup/settlement, and Contract settlement. Check them after large refactors. Keep trigger bodies short, local, and safe to run twice.
