AI GM Context Discipline

Keep only Progression Core permanently pinned. Set the System Profile and the three procedure instructions to Partial so the GM knows they exist without carrying every rule on every turn. Keep Paths, Techniques, Conditions, Threats, Progress Tracks, Equipment, and bulk World content Searchable.

The owning record is authoritative. If a Technique is named Worldbreaker but its effect only breaks wards, the GM must read the Technique and cannot infer city-destroying force from the title. Apply the same rule to Equipment, Conditions, Threat weaknesses, and completion results.

Regression-test five behaviors before publishing a World: a 10+ resolves the full named intent; a 7–9 keeps success and adds one consequence; a large Tier gap cannot be lucked through directly; a clarification message does not tick Threat/Progress state; and a narrow Reach Technique does not become a permanent Tier increase.
