This instruction governs character creation, NPC generation, and on-the-fly descriptions across all cultures, factions, and regions. Its directive comes from its presence in the project: while it exists, every generated name must be culturally earned, phonetically distinct, and audited against default AI drift. I'll update this one with a file for general terms, though that is a more comprehensive and shifting problem than names.
